WTPC BYLAWS
The votes were counted and tallied on November 21,
2009 and WTPC members voted in favor of adopting
the proposed bylaws.
Proposed amendments to the Bylaws must be
submitted in writing to the Board of Directors in a reasonable amount of time for the bylaws Committee to review.
Bylaws can be found on the WTPC website with the
complete procedures for amendments to the bylaws
can be found under Article XI, Section 9.1
Amendments on page 15 and 16.
On page 2 the amendments that have been
submitted to date are printed for members to review
prior to the general meeting.
BOARD OF DIRECTORS
WTPC has three re-elected Directors, and three
newly elected Directors. The new Board met in December to discuss 2010 Officer appointments. Appointments will become official in January at the General Meeting. The 2010 WTPC Board of Directors are:

November 2009 Election Results
The following is an excerpt from the WTPC bylaws outlines the process for
amending the bylaws -
Bylaw Amendment Submissions
Section 9.1 Amendments
These Bylaws may be amended by the following process:
~ All proposals must be in writing, signed by not less then five (5) members, and referred to
the Bylaws Committee.
~ The Bylaws Committee shall review all proposed changes as to being proper. Report
their findings to the Board of Directors.
~ Each proposal must be considered and voted upon separately
~ Accepted changes to the Bylaws will then be put into writing and provided to the General
Membership. Reasonable advance notice must be given to the membership of the time, date and place of vote, What the proposed change is, and that the Board of Directors and Bylaws Committee will make their recommendation.
~ All accepted proposals must be read as proposed, to the general membership, with a
recommendation from the Board of Directors and the Bylaws Committee.
~ The Bylaw proposals shall be approved and adopted by a two thirds (2/3) vote of the
members at the scheduled meeting.
The following bylaw amendment submissions were received and approved for membership vote.
There may, or may not, be other amendments submitted before the General Membership meeting.
The board felt it important to give members the chance to review what had been received by the
printing of this newsletter.
Amendment #1

To amend Section 4.2 Board of Directors Meetings Paragraph 1 of the bylaws from:
“Regular Board of Directors meetings are not open to the General Membership, unless
authorized by the Board of Directors, at a time and place to be determined by the Board of
Directors for the purpose of transacting all business as may come before the meeting.”
To the following:
“General Board of Directors meetings are open to the general membership in an
observational status only. Any concerns or input from the general membership shall be
listed on the meeting agenda, to be addressed in the appropriate order, by contacting any
board member who will contact the executive secretary at least 48 hours prior to the start
of the meeting.”

Amendment #2

We are submitting a request for consideration to the board and then to the membership to Delete
the bonding requirement. We feel that the bonding is an expense and also could cause an issue to
the club as far as volunteers. In order to issue a bond each and EVERY person who would be
handling or responsible for the money would need to complete a questionnaire and be subject to a
credit check BEFORE a bond could be issued. A bond is very different from regular insurance.
We feel it would be limiting the club on people willing to volunteer.
The following excerpt has been added for the membership convenience.
Section 5.4 Bonding
1. All Officers, employees or other individuals in WTPC, who are responsible for handling
funds of or for the WTPC, shall be bonded, in any amount sufficient to properly protect
WTPC from any loss.
2. All retiring Officers must turn over all property of the WTPC entrusted to them to their
successors in office, thus giving clearance to the retiring officer. However, retiring officers
shall be held financially responsible until the bond ID is released. The bond shall not be
released until a final report has been submitted and is certified by a public accountant and
or approved by the Board of Directors

Currently in the bylaws it states:
Section 8.2 Year End Awards
In order for a WTPC member to be eligible for year-end awards, member must be a “ember in
Good Standing”and participate in 75% of all regularly scheduled WTPC events in a given year.
We would like it changed to:

In order for a WTPC member to be eligible for year-end awards, member must be a “ember in
Good Standing”and participate in member's own designated division of penning and/or sorting at
75% or more of all regularly scheduled WTPC events in a given year.

2009 Westside Team Penning Club Year End Awards
The Year End Awards Banquet for Westside Team Penning Club was held on Saturday evening, October 24, 2009
at the Trails End Arena in Olympia, Washington. The event started with a social hour at 4:00 p.m. dinner starting
at 5:15 p.m. and the Awards at 6:15 p.m. A baron of beef was donated by the club and prepared by chef Mike
Guyton. Many delicious pot luck items were shared and enjoyed all.

Based on membership feedback the WTPC Board has decided to purchase Saddles for
2010 year-end award winners in Open, Amateur, and Novice classes!
WTPC Event happenings
WTPC Board is making plans to host a money-added event at one of the regularly
scheduled WTPC events this year. Stay tuned for details as they become available. If you have ideas for this event, please let the board know. Plans are to make this event a ‘destination penning event’ with a BBQ and the works.
